The Permanent Structured Cooperation, or PESCO, is one of the building blocks of the EU’s Defence policy. It was set up in 2017 to enable EU member states to work more closely together in the area of security and defence. Permanent Structured Cooperation (PeSCo), the so-called ‘sleeping beauty’ of EU defence, is awake. Still barely predictable only a year ago, PeSCo is an ambitious, binding and inclusive legal framework aimed at incentivising defence cooperation among member states. PESCO is a sophisticated legal instrument central to the Common Security and Defence Policy (CSDP) that enables the EU to play its part in global peacekeeping, crisis management and conflict prevention.

In light of a changing security environment, the EU Global Strategy for Foreign and Security Policy (EUGS) started a process of closer cooperation in security and defence. EU Member States agreed to step up the European Union’s work in this area and acknowledged the need for enhanced coordination, increased investment and more cooperation in developing defence capabilities. PESCO is designed to contribute to making European defence more efficient, strengthen operational cooperation among Member States, connect their forces through increased interoperability and enhance industrial competitiveness. PESCO will help reinforce the EU’s strategic autonomy to act alone when necessary and with partners whenever possible. In December 2017, the European Council adopted a decision establishing Permanent Structured Cooperation on Security and Defence (PESCO) and 25 Member States including Ireland agreed to participate.. Ireland has no military alliances and traditionally takes a position of military neutrality, so EU policy on defence and security can be a cause of concern here.
